My fave characters from Jim Davis's franchise stem from "Garfield and Friends" and they don't appear in the follow-ups, mostly because they all were designed as Arlene's replacements http://garfield.wikia.com/wiki/Garfield_(character)/Relationships#Relationships_in_Garfield_and_Friends . We have couple of freaks on Garfield Wiki, who make public claims to remove those "enemies of Garlene", but those can't be taken too seriously.
Still, in my opinion it'd be nice to see Penelope, Mona, original Miss Kitty or Lola appearing in "The Garfield Show" or in the new said-to-be-upcoming cartoon. Not necessarily as Arlene's rivals, but still as characters.
