Or a really stylized version thereof, anyway. 
 
Jake was always my favorite of the pair... Jake over Chance, Razor over T-Bone... I guess it's because he's softer. I mean, I liked one of the other characters his VA played (Donatello in the original TMNT!) best, so I guess Jake was only natural to like. 
 
Anyway, the more passive, quieter of the boys, this is Jake Clawson. He is an excellent martial artist and an expert gunner, as well as a spectacular hand with building things from scrap metal. 
 
Jake and "SWAT Kats" are c/o Hanna-Barbera.

Swat Kats has been one of my all time favorite cartoon ever! =) 
 
And JAke's my favorite, even if Chance use to be my favorite.... 
 
Anyway great pic here =) Drawn in a different style which is pretty interesting. 
 
one thing I must note from your pic though is about JAke's tail....looks a bit too ....jaguar-ish; long and smooth.
