Well, In photoshop....
first I had to add a Blue Layer with a low opacitiy...like 20%.
then I used the Dodge Tool, and with "Highlights" I made the Electricity efect(in the blue layer).
But In the Background layer I used the Dodge tool in "Shadows".
and that's how it's done....
