"Haven't you had enough, Saigou?"<br />
These were his final words before his death, which was due to mental exhaustion. Saigou refers to Saigo Takamori, who continued to fight in the Seinan war. The words he spoke showed that even on his deathbed, Katsura was still concerned about the country's future.<br />
For those who don't know, Katsura was one of the leaders of the Ishin-shishi, the people who overthrew the Tokugawa Shogunate in 1868-67. (His photo also appears in Rurouni Kenshin: Seisou-hen, behind the general who was conversing with Kenshin.)<br />
