As an adolescent enjoying his first foray into Dragon Ball, I was sort of disappointed that Goku didn't get any romance in "Curse of the Blood Rubies." So I thought it would be fun to highlight a might-have-been relationship between Goku and the sling-shot wielding heroine Penny. It's almost like a dance, isn't it?
I'm pretty sure Penny and Snow are two different people. I don't know who ultimately decides these things, but Toriyama characters often resemble other Toriyama characters. (Kuririn's girlfriend Maron looks just like Bulma, Yamcha resembles Tsuku-tsun from Dr. Slump, and Chrono Trigger's Lucca looks like Arale) It could be whomever was in charge wanted the Penny character to be a different take on Snow, with a different name, different background, etc. If you watch "Curse of the Blood Rubies," you'll notice Penny's mother looks exactly like Snow's mother, though the father is different.
