That's my beloved dragon Dragen from the Lizablade urban.
I think that the certain picture is the greatest I had made with a dragon.
I tried really hard to do it,so...

Wow nice. Now I can see all of him :) I think I spot some pokemon influence not that that's a bad thing. The colour scheme of this picture is really lovely. <3
