Well I use MS-paint, so when I save it it automatically is saved as a 24-bitmap type. When I get the picture on paint and saved I trace it in black with the line tool and then go to "save as" and change the "save as type" to monochrome bitmap. This will get rid of most of the light lines including all the lines from the paper, afterwords I go back to "save as" and re-save it as 24-bitmap again. This way I can color it. It might sound complicated but its actual pretty easy...
