It's a good start, but I'd advise cleaning up some of the out-of-the-lines work. Polishing up the finished work makes it that much better. I notice a lot of somewhat messy coloring around the shoes and hem of the skirt. I know MSPaint is very hard to work with by hand, and I know you're young. Don't take this personally, I'm trying to help you out. I'm not that great myself, honestly.
PS- Work on evening out the bangs-to-face ratio. Her face appears somewhat squashed.
