This is Vespa, otherwise known as Waspy, witch at Cloud tower. Also Dier's twin sister. (not identicle).
It's a long story. Basically, Vespa wanted whatever Dier had so she had more stuff than Dier as she had stuff Dier didn't want. One day, when Dier found out she had Winx, Vespa wanted winx too. Their father obviosualy couldn't get her winx, but enrolled her in another school near Alfea...Cloud Tower. Vespa went there, not happy, but made friends with the witches and turned bad, and as her name means Wasp in Latin, she earned the nickname Waspy.
