I got this image in my head after drawing the requested Piplup.

It sort of has a contest appeal going on here, yet it's not necessarily Dawn's Piplup.

The attacks the it's using are:
Hydro Pump
Bubble Beam
Ice Beam
Peck (The energy stored one)
