It's Super Eggman.
Basically, since (Presumably, anyway) humans can't go into Super mode on their own, Eggman built this suit that directly absorbs the power of the Chaos Emeralds, charging him up into his own superpowered form(And resulting in a much more funkadelic appearance), and gaining a full head of hair at that! I can't imagine Eggman with any hairstyle but the afro.
Done for my fellow Eggman fans.
