This is one of my fan characters, Doctor Nexas Piffles.
He's a Male Echidna who dresses in unusual clothing, while his personality is calm with slight randomness to it, and also talks in third person.
He also has the acrobatic movements of a gesture, and knows how to throw a punch! No one knows where he comes from, or why he spends his days beating the crap out of thugs.
