This is Riev a.k.a. Ave.
Considered by many to be the creepiest-looking character in Fire Emblem 8, I found him to be very intriguing, as he is, inevitably, a key character in FE8. That eyeset, that disposition, that evil chuckle "Heh heh heh..."
Important note: Riev's head and upper body are compyright to Nintendo and Intelligent Systems. However anything below that was made up by me. There was never any official Riev art, so if you'd like to base some of your Riev fanart on this, I'd prefer you notify me if you use the design I have.

I haven't beaten the game yet, but I think he is creepy looking. Nice drawing.
