This is the Mad Hatter from the show Adventures in Wonderland, which was on the Disney Channel in the 90s. (Yes, I know he bears a resemblance to Willy Wonka...) I loved that show when I was little and at 16 I love it even more now. It makes me sad that so few people remember it now...
