Oh noes!! It looks like he's creying! I would be too, because top hats are the coolest things ever! I mean, even Jesus wore one! No wait, I think that was Abe Lincoln, but you get it! I like how you did the rain bouncing off of him. I didn't know they went flat in the rain either.
