Felix was created by Otto Messemer in 1919 which a year later Walt made some silent shorts called "Alice in toonland" which featured a real young girl actor in a toon setting, kind of like Roger Rabbit but real character in toon, this old toon also featured a cat named Julius that looked like Felix but wasn't. So in other words Felix is not a Disney character.
