Roy Mustang. The original sketch of this is going the other direction, actually... I was detailing out the uniform when I realized that "oh shoot, I drew the left hand snapping and not the right..." so then I had to draw the uniform BACKWARDS so I could mirror the image once I scanned it to fix the hand problem. Stupid unobservant...
