That's Professor Professor (weird name :D) from BBC's the Secret Show. lol
He's my favourite character from that show. I love his German accent and he reminds me Dr. Otto from Animaniacs. :)
And that line is great. When you're calling a secret agent, that's the best beginning of the talk.
So "Victor! Are you still alive?" comes to my great cartoon quotes drawings collection. lol
When I first saw that show, I was like huh? My eyes hurt! But now I get used to it. :) Funny style. And actually that's a funny (with a lil bit stupid stuff) show, so I'm surprised that I wasn't able to find ANY The Secret Show fanart piece (only a wallpaper, but that's not fan-art). Well, it deserves more fame, IMHO.

It was really an interesting task to try to draw a character in this style without any solid outlines (and it's really hard I must say, I didn't expect it is so hard - actually without contours everything comes out too fat). I thought that it would be a great motive to try to use Adobe Illustrator, but I'm so impatient and maybe silly, that I didn't get how to work with this program properly, so finally I turned back to good old Photoshop. And my tablet. Not vector art with its ideal lines...
