I'd say it's imbetween quick sketch and finished work.
I would have finished it but I do like the way he looks just from not totally finishing the rest of him in. I didn't think he's that bad enough that no one wants to draw him... so, I did. xD Boy, did I have fun watching that scene, encountering Azazer in the Sphere 211 building transport entrance, over and over.
