is there a way i can do this on photoshop elements 4.0? i can't find the pen tool.

Elements doesn't have the pen tool, sadly. Instead, use the "line" tool (don't know exactly where to find it, I just know that Elements has it). It ends up making your pictures look a bit on the polygnomal side, but it works until you have Photoshop.
