I know it doesn't look like him very much (his face is too long!) but...yeah...The only reference I used for the whole thing was the Amestris symbol pin on his collar...
Interestingly enough, this started out as a two minute doodle in my comparative government class last semester. I've spent way too many hours tweaking this darn thing, and though I still know there are flaws, I'm posting it up to allow me to move on to other things...

I'm starting to believe that my laptop (which I drew this on) has really bizarre color settings/monitor brightness. I've tweaked the colors on this one, so please tell me if this looks too brightly colored or too washed out on your screen so I can correct it.

Good job on the hair. Also if you don't mind me giving you a tip.
If you have photoshop use the magic wand or lasso tool to just grab the skin. then adjust the shadows/highlights until you get the dimension you want. Then adjust the hue/saturation until you get the color you want back.
This will help you if you have trouble with your colors.
