Well, it depends on the scene, Chuu's pretty well built in most scenes, by human standards, his shoulders look 3' across at times, but he's scrawny compared to the other Mermen, like Kuroobi.
The scene I used just depicted him as very skinny...

they're all horribly small on that show...like Zoro...he's supposed to be all muscular and stuff....i think my upper arm would be bigger than his!!! i wouldn't be taller, i can assure you that...i'm only 5'1"....>< oh well. awesome pic. ^^
