I recently bought a DVD of the old Swamp Thing cartoon, and I was surprised to remember most of the stories.
Weedkiller was one of Dr. Arcane's Un-Men, true to his name he always carried plant poison spray with him wherever he went. He usually looked like a guy with goggles and a short snout/trunk, but he could be temporarily mutated into the centipede/leech/man-like form I drew.
The voice actor was Joe Matheson.

The first episode of the cartoon, which introduced Weedkiller, was written by Mark McCorkle and Robert Schooley, so I guess he's their copyright.
