whats cell shading and how do you use it?

Cellshading is when you color a picture to look like an animation cell. It can be done in any paint program, but photoshop works the best.

do you use some special tool or just paint it normally?

There is a tool called "magic wand tool". When you use it you can click on a part of the pic (like an arm). That part will be selected, allowing you to color it without disterbing the lines.

It was done in just pencil & ink. I scaned it into Photoshop to add the cellshading.
