He reminds me of Kronen from Hellboy, but I know he isn't. I used to watch that cartoon way back in the day. Nice drawing, the coloring could have used some sort of shading though.

Cobra -LA LA LA LA. Sometimes he gets his justice. But the in the cartoon he was more of a joke. To quote the movie "Wassss once a man... wasss once a man". Heh. He looks fairly cool. The symbol in the background looks a bit weird, what with the blue and all.
