She can change the colour of her fur according to the environment.

Animal camouflage in the nature can be very sophisticated and amazing, sometimes.....

That's actually Mark Evanier's fault, since he wasn't consequent about Penny's fur colour:

I have no preference, really.
I prefer good colour schemes, as a whole...  :-)

 

Indeed, it was on another website, shortly before I had to abandon it due to corrupted administration there.

And I've also discovered, that not only Penny became victim of inconsequent colour scheme policy - such Mona http://garfield.wikia.com/wiki/Mona (who is Penny's sister in my stories) tends to have at least two fur colours within one episode she appears. Some examples are below:
