Dolt was ordered by Admiral Popov to troll people on the Internet from a building, which was supposed to be vodka warehouse. That old thug from KGB naturally didn't tell the poor foolish red infantryman, that the assigned workplace is nitroglycerin depot disguised as booze container, until Dolty started to smoke cigarettes while being cyber-bully on Kremlin's command. The only message Dolt heard sound from his handie-talkie:
- Stop smoking, you &^%(*!@ ! We've been storing here nitroglycerin for bombs since 1939 !! For the glory of Putin my Lord, go back to work, you Dolt !!!"

Least we have a proof, that smoking is bad for your health.

If you mean the emblem on his cap, it can be literally translated as "Well, just you wait !" in Russian; also it's a title of the most known Soviet/Russian cartoon https://en.wikipedia.org/wiki/Nu,_pogodi!
