well, it's not really when he's seen at FIRST that he looks like this, but more like the damage he's done to himself over his time in the asylum. Considering he can activate his claws at any time, he's extremelly dangerous to himself, and the people around him...... plus he gets random seizures which makes him go into fits of rage.
... Oh, and his eyes are the key to what's making him like this.

even though Nocturnal is controlling Eclipse (sort of), allowing the SANE part of Eclipse to breakthrough will make Nocturnal crack and crack until it finally shatters.
