This is Maeve, who appears in Algernon-x's fanfic Heroes of Ulster, which continues the adventures of Rory Dugan and Molly (who appear in the Hound of Ulster episode of Gargoyles) as they defend Ireland from evils both ancient and modern.

Maeve is the leader of an ancient Irish cult who worship Oberon's deposed mother, Queen Mab, and seek to restore her to the throne of Avalon. Maeve temporarily transforms herself into an avatar of Mab during the climax of the story, and the avatar is based on the mythical Irish warrior Queen Medb.
