I like the blur and light effect quite a bit. Methinks his expression could be a bit better, because it doesn't necesarily look shoked, as one would when they have a knife in their forehead. Then again, I don't know this character because I don't watch Naruto, so maybe it is appropriate. Some of the folds durring the bending of the sleeves look random and forced, but folds take an uber long time to get ahold of. Just practice a ton and stuff. It can help to look at the folds of random people's clothes when they're talking to you or something.
