for a skin colour on Paint, pick brown, and then go to edit colours and then go to the fourth from last and then pick OK and it's the perfect skin colour
(it's the brown under the orange)

The skin tone looks like it IS that tone, just a bit lighter, which is fine, after all, skin tones varry from person to person quite a bit.
