I know I love my little guy!Yes he's named after Agent Topaz!
In my cannon. Topaz saved Rouge on a feild mission that left her paralized in the legs. Agent Topaz was forever retiured from feild work and spends her days in a wheel chair and behind a desk.
So Rouge named her son to honnor what her dearest friend did for her!
