Well, I'm sure you could still do it without Photoshop. Your scanner might even be able to do it. You just need something that turns the picture into black and white, to eliminate the colour specks.

Speaking of Photoshop though, if you think getting a free program like it to do stuff would be easier, what with school, you can try GIMP or Pixia, which seem to be popular, free substitutes. >:3
