Take the rectangular marquee tool (top left on the toolbox) and select the image. Or you can use the lasso tool. After you have it selected, take the arrow tool (right next to the rectangular marquee tool) and move the selected image over to the meme. You may need to make the Background Layer into a regular layer, if you haven't already.
