The drawing and the background, didn't take me too long, but the editing took a lot of time.
Used Prisma colour, Sharpie, felt pen and pencil for rough work. The boat was referenced from a photo but the background was made up myself. I also used Pixia and Ms paint for a lot of the editing and enhancements.

wow very nice! (Sorry I didn't comment sooner ^^;;;) I luv the simplicity of this, and then the great detail on the boat (not to mention the bright color of orange!) to bring the veiw focus onto that portion of the picture.
