well there are so Many Sailor Stars that's why they did that! they Are called The Sailor Star light's as a group ^^ and if she didn't have on it could make her seem incomplete to me ^^' lol

For example!

We Have Sailor Moon and then Rini was born, so she couldn't also be Sailor Moon So they made it Sailor Mini Moon Until she grew up, and Then she is supposed to be called "Sailor Neo Moon' to Prevent confusion =D

Haven't you seen the final Season of Sailor Moon? 'Sailor Moon StarS' I haven't seen it all but I have seen alot of it... And In that Season there are 3 new scouts
