A wyvern-style anthro dragon, eh? Hmm... despite that she is technically nude, she's also a reptilian, therefore she's already covered in a coat of scales. In other words, I don't see any reason why this deserves NC-17 ... R at the most (and, actually, it could probably be even a PG-13). NC-17 is for the really explicit/graphic stuff like visible genetalia and spooge scenes.
