Knuckles finally found a solution to the question of whether he or Rouge should have the Master Emerald. BOTH can guard it! When either one goes, the other can guard it. I think that's a reasonable solution.

Well that's the point isn't it? Rouge can guard and look at it and have it to herself while Knuckles is away. In this pic, she understands why the Master Emerald should be in its place.
