According to the fic this is matched with, the Dragon Gods chose those of destiny yet to be born and infused with dragon blood. Thus, their blood consists of half-human, and half-dragon. That make sense?

No, I don't think so. Ryka was simply also given the dragon blood (as described in my fic "Dragon Blood" on ff.net), so she as well has red hair and blue eyes, and they JUST happen to be around the same age. That make sense?
