Nope, he's not an OC.
He is Lin Yao, a prince of the distant country of Xing, and a character who regrettably only appears in the FMA manga.
When he first appeared, I hated him. Now, he's my third favorite character in the series behind Colonel Mustang and Ed. He's such complex guy! He faints when he's hungry and provides a decent amount of comic relief, but his quest to obtain the Philosopher's Stone to satisfy his own ambitions makes him rather dark and creepy at times...
He's also a total badass when he wants to be. Any character that can take on two homunculi at once with nothing but a sword is totally awesome in my book. ^^
Anyways, about the picture...
I was halfway through making a complicated background for this picture when I realized that it just wasn't working. The original frame in the manga that I redrew Lin from had a tremendous ammount of negative space in it. This piece really looked so much better with that same emptiness, so I had to trash my entire background T_T

Hes so cool! His character and relationship to Greed really makes me think hard about the 7 sins and what exactly makes them a sin. I mean... the way that they portray Greed makes me think characters like Ichigo and Naruto are extremely greedy when in the past I never would have thought so...
