I used to work out of Elements also... ok. First you want to make some lines, right? You can do this two ways:
Pick a brush tool (looks like a paintbrush) and draw with your mouse.
Or, if you want some more control, you can use the Polygonal lasso tool (the regular one looks like a lasso, but if you click the small black arrow, you can find the polygonal one). This way takes longer, and you won't get really nice curves, but it gives you more control, and therefore a better image. You will have to use the lasso to select the space you want your lines, meaning going over the same spot twice, with a little space in between.
Unfortunatly Elements doesn't have a pen tool, which is what I use for my lines (makes them nice and neat).
