No, admins cannot change a user's account password.
We merely have a few tools able to calculate the relative strength of a user's password relative to the average user. Some of these are implemented behind-the-scenes; for example, if you attempted to enter a password like "p455w0rd", the site would immediately recognize that it's an alternate spelling of the single most easily-guessed password in existence, and refuse to accept it. Likewise, a password sequence such as "123456789" would be immediately detected as a simple, easily-guessed string of numbers.
