I totally agree with you.
Flamers are good for nothing. I too like serious critique, but not flames.
Myself I've never commented on artwork I don't like.

I think pending is useless really. If there's something wrong with a submission (wrong rating and stuff) they should let other users point that out or something. Like on Deviantart xD
