It's a nice story Sierra. Though it does need some structure. Each chapter, like every story needs a beginning, middle and an end. The dialogue between the characters is good, particularly in the second chapter. And you followed the rule of starting each bit of dialogue on a different line. That's good.
 
Also I'd space it a little, between each paragraph. As Falcon said it makes this easier to read. Perhaps lengthen each chapter as well.
 
As for ideas; I'm fresh out of those. Uhm. I'll throw something your way though, I suppose.
* Have someone join a travelling circus as a way to explore the ocean.

It's good but still you should spaace better as for ideas

maybe add some other characters but instead of Chopper being a reindeer make him human but keep the hat but the hat could have antlers attached to it

Alrong could be a highschool football player/Bully


maybe after this chapter have Luffy find out why she ran away and maybe have a chapter taking place in highschool
