Your stuff looks okay. Better than others I've seen. Here's a tip if you don't know already. Make a new layer, where it says Normal, change it to Multiply. Put color in that layer and any lines it overlaps won't have that greyish look. And if you want your lines darker, go up to Image > Adjustments > Brightness/Contrast and mess around with it. Be careful, though or it'll get all pixely.
I'm not good at compliments so when I said your stuff was okay, I hope it didn't send the wrong message.

No, prob, man. There's tons of pics floating around the internet I can use for reference. It's okay if I don't use the exact same clothes, right? It'll give me a chance to be creative.
And as for your question, if it's the coloring you're talking about, I use Photoshop 7.0. (www.adobe.com I think) It also takes a bit of time to learn how to color the way you want (actual anime character) as you put it. I learn more techniques with Photoshop as I use it more, and I study shading on professional pics sometimes. I'll learn a bit from that, too, but I won't copy it exactly. If I do, I don't develop my own style and I won't stand out. :P
