Okay, say I Wanted to Draw a 3D Picture Of Jin Kazma In Ms Paint. So I Got a Picture and copied it as a ref. I'm sayng like the details it has in MsPaint, like different color dots that make up the face and etc. Will I Get Banned For That ?

This is what your friend has to do. She or he need's to do. First try using the revalidation email. http://www.fanart-central.net/revalidate.php
You must make sure that emails from support@funart-central.net, can get to your email inbox, and aren't regarded as spam.
make sure the email is allowed.
Also just wait for about a day's time (tops) for the email to come. I hope this help's.

You need to work on your reading comprehension. "You will obey or molten silver will be poured into your ears." I don't just randomly poor molten silver in people's ears, I only do so when they do not obey.
