WARNING: Sonic and the Secret Rings Spoilers below:The flame in Sonic's chest is actually the "arrow of judgement" (or something like that). It was fired at another charater by the big bad guy, Erazor, but Sonic blocked it. It slowly drains his life force, and the only one who can take it out is Erazor, so he's forcing Sonic to get certain items for him.
The ring on his finger is the "skill ring", which took him to the world of the Arabian Nights (where the story takes place), and lets you customize cool skills like fire jumps and speed boosts.
