I made a tutorial last night, so just go to my section. I hope its helpful.

well, the main tools that I use are: a wacom tablet/pen, multiply FX with painting, screening fx with painting, smudge tool, and blur tool, and sometimes the the burn and highlight tools that are in photoshop.
If your paint program has these tools you should be abble to do these techniques, mind you, that for some people, a mouse is easier then a pen, for me the pen is more effecient.
which version of paintshop do you have?

I used Paint. Most of the pictures similar Black Diomands are all made the same way. I start with an angle. I add an equal number of marks. Then I connect the pictures. After I make good-looking form, I copy it, then I paste it 3 times, al 3 in different direations. Then I find a center and picture all of the together.
If you want me to make a tutorail to make it easier, I be glad to. Because all that sounds confusing.

sorry if I hadn't been online in a really long time. Dial up is a pain and my dad is hogging the internet conection >< (Kinda like what you brother dose )
