First of all lineart your pictures in either ink or using the phototshops paintbrush (zoom in really close and you can 'sketch' around the lineart, it looks smooth when you zoom out). Second you want to fill the area with a base colour. Say we were colouring hair brown, fill with a light brown. Then using a large brush (not too big) you would make streaks going in the direction of the hair flow with a slightly darker colour brown, repeat this 2 more times using a smaller brush and a slightly darker colour each time. It will look messy, but you can smooth it using the smudge tool (this is next to the dodge and burn tools on the left, I'm going off Photoshop 7.0). Next use the lasso tool to select an area of hair you wish to make 'shiny', then use the dodge tool (make sure it is set to 'highlights') at 100% strength (at the top of the screen, it's not hard to find)and make two sweeps across the area selected. It won't do anything to the areas not highlighted so don't worry. Then de-select the area, use the blur tool to smooth the 'line' out. You can add shadows with the burn tool.

In fact, you can find a LOT of photoshop tutorials on DA. Remember though. For shiny things, the dodge tool is your friend and the burn tool makes very realistic looking shadows.
