Are you able to make back up accounts and still be able to use the one you're already on while the new one is still up and running?

One account per user is the rule. Creating "alt" or "backup" accounts is not recommended, for historical (mostly troll-related) reasons.

It's the fact that the accounts aren't deleted but they're still up. I mean I find it annoying.

Well, if they're only "still up" and not actively being used then technically that's against rules, but it's not a priority like if they're actively using them to exploit the system (get around blocklists, etc.) .

On your submissions log page, there is an option for "undelete" but it was never implemented, not even for staff/admins.
